Madrid Protocol individual fees: four changes notified in September 2026

Madrid Protocol individual fees are the country-specific amounts that some members charge, instead of the standard CHF 100 complementary fee, when they are designated in an international trademark registration. In September 2026 WIPO published four changes: a new individual fee for Saudi Arabia and higher amounts for Indonesia, Israel and Canada. For brand owners in Europe, Latin America and Africa extending marks to the Gulf, Asia or North America, the date the application reaches the office of origin decides which amount applies.

What changed in Madrid individual fees in September 2026?

WIPO (the World Intellectual Property Organization) published these four notices between 1 and 23 September 2026 (amounts in Swiss francs):

Saudi Arabia’s notice follows its accession to the Protocol, which enters into force on 8 October 2026 according to WIPO Lex. Israel’s change was requested by its office under the exchange-rate rule explained below.

How do Madrid Protocol individual fees work?

There is no single price for an international registration. According to the Madrid schedule of fees (in force since 1 February 2023), every application pays a basic fee of CHF 653 (CHF 903 if the mark is in colour). Then, for each designated member:

  • For members without an individual fee, the applicant pays a complementary fee of CHF 100 each and, if the mark covers more than three classes, a supplementary fee of CHF 100 per extra class.
  • Members that declared an individual fee under Article 8(7)(a) of the Protocol, such as the four above, receive their own amount, which “is fixed by each Contracting Party”. Some charge per class, others for one class plus each additional class.

The office of origin may add its own handling fee: the EUIPO charges EUR 300 for an international application based on an EU trade mark (Annex I to Regulation (EU) 2017/1001).

How to budget Madrid fees in Swiss francs

Rule 35(1) of the Madrid Regulations requires all payments to WIPO in Swiss currency. Offices set individual fees in their own currency and WIPO converts them at the official UN exchange rate. Since 1 November 2025, according to Information Notice No. 30/2025, a move of at least 5% held for more than three consecutive months can trigger a recalculation: automatically in one direction, at the office’s request in the other, which is how Israel’s change came about. New amounts apply one to two months after publication.

In practice: budget in CHF, add a currency margin and re-run the figures before each filing or renewal.

  • Treating Madrid as a flat price. Individual fees can be many times the CHF 100 complementary fee.
  • Counting the filing date instead of the office of origin’s receipt date. That is the date the notices use.
  • Ignoring class structure. Israel and Canada charge one class plus each additional class; Saudi Arabia and Indonesia charge every class in full.
