Pirates 4 reported more than three times as many counterfeit products. The two operations differ in participants and scope, so the comparison shows scale, not a trend. The common thread is the product mix: everyday goods alongside items that can put people at risk.<\/p>\n<h2>Who does what at the border?<\/h2>\n<p>Frontex coordinates and deploys officers, with Europol, Interpol and the EUIPO in support. But the legal mechanism that keeps suspect goods detained in the EU is customs enforcement under <a href=\"https:\/\/www.legislation.gov.uk\/eur\/2013\/608\/article\/17\/adopted\" target=\"_blank\" rel=\"noopener\">Regulation (EU) No 608\/2013<\/a>:<\/p>\n<ul>\n<li>With an application for action granted, customs detain suspect goods and notify the rights holder promptly, with images and quantities (Article 17).<\/li>\n<li>Without one, customs may detain on their own initiative, but the rights holder must file an application within four working days of notification, or the goods are released (<a href=\"https:\/\/www.legislation.gov.uk\/eur\/2013\/608\/article\/18\/adopted\" target=\"_blank\" rel=\"noopener\">Article 18<\/a> and Article 5(3)).<\/li>\n<li>Once notified, the rights holder has 10 working days to confirm the infringement and agree to destruction, or to start proceedings (Article 23).<\/li>\n<\/ul>\n<p>The application itself asks for the data officers need at the checkpoint: technical details of the genuine goods, how to identify fakes and authorised distributors (Article 6(3)).
