The assessment decides which applied-for strings must accept extra contractual safeguards for consumer protection, sensitive uses and regulated industries. For fintech, healthtech, legal and AI companies watching new extensions in their sector, it shapes who will be able to register there and on what terms.

Update (October 2026): ICANN has set Reveal Day for 7 October 2026 and the community input and objections period, which includes application comments, from 17 November 2026 to 16 March 2027. Because the safeguard determination is made when the comment period closes, results should not be expected before spring 2027. ICANN, 29 September 2026.

Key takeaways

ICANN chose Mirror Group LLC through a competitive request for proposals launched in December 2025.

Strings are sorted into four risk-based groups, from regulated sectors to inherently governmental functions.

Strings tied to highly regulated sectors carry eight Safeguard PICs, including a registrant representation that it holds the licences the sector requires.

ICANN decides at the close of the application comment period, and the decision cannot be challenged through the evaluation challenge process.

What did ICANN announce on 20 August?

According to ICANN’s announcement of 20 August 2026, the Safeguard Assessment “will determine if an applied-for string will require specific safeguards as contractual requirements” in its registry agreement. It forms part of the String Evaluation phase. ICANN selected Mirror Group after a request for proposals opened in December 2025, saying it was confident in the firm’s ability to place strings in the risk-based groups that require safeguard public interest commitments.

Public interest commitments (PICs) are binding clauses in Specification 11 of the registry agreement that ICANN enforces. Mandatory PICs apply to every new gTLD; Safeguard PICs apply only to strings that fall into one of the risk groups.

Which strings need gTLD safeguards for regulated industries?

Section 7.8.2 of the 2026 Applicant Guidebook takes its framework from the advice of ICANN’s Governmental Advisory Committee (GAC) in its 2013 Beijing Communiqué, issued during the 2012 round:

Group

What it covers

Guidebook examples

Safeguard PICs

1. Where a string falls into a group, the matching PICs go into the registry agreement without modification.

What do the Safeguard PICs require?

PICs 1-3: registrants must comply with applicable law, including privacy, consumer protection and financial disclosure rules, be told so at registration, and secure any sensitive health and financial data they collect.

PICs 4-5: the registry must open a channel with the relevant regulators or self-regulatory bodies, and registrants must give an up-to-date contact for complaints.

PICs 6-8: registrants must represent that they hold the necessary licences or credentials and report material changes; if their authenticity is questioned, the registry should consult the national supervisory authority.

PICs 9-10: anti-harassment policies, and no false implication of military endorsement.

Breaches can be raised under ICANN’s Public Interest Commitments Dispute Resolution Procedure (PICDRP).

What this means for your business

After Reveal Day, list the applied-for strings that describe your sector, such as finance, health, legal or insurance, and read the applicants’ safeguard answers.

Use the comment period to flag sector risks; ICANN makes its determination when that period closes.

If you plan to register in a closed-entry TLD, prepare the licences and regulator details you will be asked to represent.

Keep defensive tools ready: safeguards reduce abuse but do not replace your trademark rights, the UDRP or the URS.

Our domain name team monitoring new gTLDs in regulated sectors can track these strings for you, and the regulatory side (MiCA, DORA, the AI Act, GDPR) can be reviewed within the same group.

Where companies misread the safeguard rules

Assuming safeguards stop all abuse. They set obligations and a complaint route; they do not monitor your brand.

Waiting to challenge the result. The determination cannot be contested through the evaluation challenge process, so the comment period is the moment to speak.

Registering without the paperwork. In closed-entry TLDs, a false representation about licences breaches the registration terms.

Treating it as a domain matter only. A regulated string touches licensing and compliance; coordinating it with your cross-border IP strategy avoids gaps.

Frequently asked questions

What is the ICANN Safeguard Assessment?

It is the part of String Evaluation in the 2026 round that decides whether an applied-for gTLD falls into one of four risk-based groups. If it does, the registry agreement must include the corresponding Safeguard PICs, such as compliance with sector law, regulator contacts or licence representations from registrants. Mirror Group LLC carries out the assessment for ICANN.

When will we know which new gTLDs need safeguards?

Under section 7.8.2.1 of the Applicant Guidebook, ICANN determines each string’s group at the close of the application comment period, which follows String Confirmation Day. The determination then feeds into contracting. It cannot be challenged through the evaluation challenge process because it does not affect whether the application progresses.

Can IP Global Guard monitor regulated-sector gTLDs for my company?

Yes. We review the applied-for strings in your sector, assess the applicants’ safeguard answers, prepare comments or objections where justified and coordinate registrations, acting directly where our professionals are entitled to and through qualified representatives otherwise.
